Component 1 seeks to harmonize the legislative framework in the Region, through the revision/development of model bills, protocols, measures and guidelines in the areas of plant and animal health, food safety and fisheries. These instruments will be made available to all CARIFORUM States for incorporation into National Legislation.

Finalization of Plant Protection and Animal Health and Food Safety Models

Revision of existing Plant Health, Animal Health and Food Safety Model Bills have been initiated including the review of existing legislation within the Region, as well as new international standards for trade. This Action is being conducted in collaboration with the CARICOM Secretariat.

Development of Fisheries Legislation

National consultations conducted to gather baseline information for the development of the Model Legislation for Fisheries in ten (10) CARIFORUMStates. A draft Model Bill was developed and is being finalized. This Action is being conducted in collaboration with the Caribbean Regional Fisheries Mechanism (CRFM).

Development of relevant protocols/standards/guidelines and accompanying regulations
National Actions :
  • Framework for Action developed for improving Quality Infrastructure (St. Lucia)
  • Amendment of Honey Act initiated (Trinidad and Tobago)
  • Animal Health Regulations (Dominican Republic)
Sub-Regional Action :
  • Draft SPS Protocol for Movement of Goods developed (Eastern Caribbean States). This Action was conducted in collaboration with the OECS Commission and the Compete Caribbean Project
Regional Actions :
  • Development of Protocols for Fisheries advanced. This Action is being led by the CRFM
  • International Standards for Phytosanitary Measures (ISPMS) reviewed by CARIFORUM Countries. Twelve (12) CARIFORUM Countries participated in the review of international standards governing trade of plant and plant products and in addition, gained an improved understanding of the International Plant Protection Convention (IPPC) standard setting process.
