The Inter-American Institute for Cooperation on Agriculture (IICA) is seeking to identify consultants with expertise in SPS related disciplines to assist with the implementation of activities under the 10th EDF Project: “Support to the Forum of Caribbean States in the implementation of the commitments undertaken under the Economic Partnership Agreement (EPA): Sanitary and Phytosanitary Measures (SPS)”.

The project on Sanitary and Phytosanitary Measures (SPS) is one component of the 10th EDF Programme titled “Support to the Forum of Caribbean States in the implementation of the commitments undertaken under the Economic Partnership Agreement (EPA)”. The SPS component seeks to assist CARIFORUM States to gain and improve market access by complying with Europe’s Sanitary and Phytosanitary (SPS) measures and to develop/strengthen regionally harmonized SPS measures. The specific objective of the SPS project is to increase production and trade in agriculture and fisheries which meet international standards while protecting plant, animal and human health and the environment.

Project interventions focus on the: a) establishment of a sound and comprehensive national and regional legislative framework; b) development and organization of an efficient responsive institutional framework and mechanism for coordination of SPS issue and c) development of the human and physical capacity and infrastructure to support the SPS regime.

The Project will be implemented in collaboration with the following partners: CARICOM Secretariat, Caribbean Regional Fisheries Mechanism (CRFM) and the SPS committee of the Dominican Republic (Comite Nacional para la Aplicacion de Medidas Sanitarias y Fitosanitarias – (CNMSF). The CARIFORUM States are the beneficiaries of the project activities that will be executed over the next 30 months.

Applicants must have a minimum of 5 years of proven experience in the relevant thematic area, as well as relevant academic background. Good knowledge of the socio-economic and political environments of the CARIFORUM countries will be an asset. IICA will not defray the costs of submission of any application.

  • Knowledge and Data Management Systems : data collection, compilation, storage, dissemination; e-platforms for development; systems design
  • SPS Coordination Mechanisms : National (Inter-Ministerial, Agencies); Regional ( Inter-agencies)
  • Capacity Building : GAP, GMP, GLP, HACCP, GFP, GARPs
  • Laboratory Networking Systems : assessment of existing laboratories; networking systems and tools
  • Communication and Visibility : strategy development, media, information product development and design, events management, public awareness
